The reform of the common agricultural policy (CAP) of June 2003 and April 2004 places the emphasis on rural development by introducing a single financing and programming instrument: the European Agricultural Fund for Rural Development (EAFRD). This tool, established by Regulation (EC) No. 1290/2005, aims to strengthen the Union's rural development policy and simplify its implementation. In particular, it improves the management and control of the new rural development policy for the period 2007-2013. Objectives and general rules for intervention This regulation establishes the general rules for Community support for rural development financed by the EAFRD. It also defines the objectives of the rural development policy and the framework in which it fits. The Fund contributes to improving: the competitiveness of the agricultural and forestry sector; the environment and the landscape; the quality of life in rural areas and the diversification of the rural economy. The Fund provides complementary assistance to national, regional and local actions which contribute to Community priorities. The Commission and the Member States also monitor the consistency and compatibility of the Fund with other support measures financed by the Community.
